KUALA LUMPUR, Nov 5 (Bernama) — Bilateral discussions are ongoing between Malaysia and China to form a special-purpose vehicle (SPV) responsible for undertaking the rail industry empowerment programme via a passenger train leasing arrangement, the Transport Ministry said.
